County Clerk/Auditor

 

Paul Barton is the Beaver County Clerk/Auditor.  His office is located upstairs at the Beaver County Administration Building, 105 East Center in Beaver.  Here you can get a marriage license, apply for a passport or a property tax abatement, and register to vote. 

Paul also serves as the County's Personnel Director and Central Purchasing Director.  All county job vacancies are advertised through his office.  Please call 435-438-6463 for information or download, fill out and return the county employment application.   Follow this link to the State's Job Service listings.  Beaver County advertises all job openings here:  http://jobs.utah.gov/jobseeker/dwsdefault.asp. As the County Auditor Paul's duties include internal auditing, setting tax rates for the county, and serving as the Budget Officer.

Beaver County holds a tax sale on the 4th Thursday of May.  Properties subject to this sale will be posted on the County's Home Page when the information becomes available.

Helen Christiansen and Kari Draper are the deputy clerk/auditors.  Office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.

Marriage License Requirements

Both parties must be at least 18 years of age, appear together in person, and present photo identification.  Applicants who are  16 or 17 must have a legal guardian with them to give written approval of the marriage.  In the case of divorced parents the parent must provide proof of guardianship (court papers) to be attached to the application.  Applicants who are 15 must obtain a Petition for Authorization to Marry and Court Order form from the Clerk/Auditor's office and take it to a juvenile court judge.

You need to know the name of the State where each of your parents were born and your mother's maiden name.

The license is good for 30 days and the fee is $50.  We accept cash, checks, and money orders.  We do not accept credit cards.

Passport Information

Applicants for a passport must sign the passport application in the presence of the county clerk or deputy clerk.  Children between the ages of 14 and 17 are considered adults and must appear in person to sign the application.   Applicants must bring two passport photos and a certified copy of their birth certificate (has the State seal) with them to the Clerk's office.  You will also need two checks, one made out to Passport Services and one to the Beaver County Clerk (execution fee) for the amounts listed below that pertain to your situation.

U.S. Passport Applications for Children Under Age 16Both parents or legal guardian must sign the application for children under sixteen (effective February 1, 2008).   They must present evidence of the child's U.S. citizenship and present evidence that they are the parents or guardian and show valid personal identification and sign and take an oath before an authorized passport acceptance agent. 

If the second parent is not available to sign, the appearing parent must do everything listed in the above paragraph and present evidence that he or she has sole legal custody of the child or written consent of the other parent for the issuance of the passport or a written statement explaining why the non-applying parent's consent cannot be obtained.

If no parent is available to sign, the third-party in loco parentis must appear with a notarized written statement or affidavit from both parents or the custodial parent authorizing the third-party to apply for a passport.  When the statement or affidavit is from only one parent, the third-party must present evidence of sole custody of the authorizing parent.

Property Tax Abatements

There are four types of property tax abatements available to county taxpayers:  veterans with disabilities, blind persons, indigent abatement, and circuit breaker. Abatement applications are due in the Clerk's office by September 1 each year.  For the indigent abatements you must submit your total taxable and non-taxable income for your household for the prior year, be 65 or older, OR be a widow, widower, or disabled in some way.  For the circuit breaker abatement you must be 65 or older or be a widow or widower.  Check with the Clerk's office in August of each year for the necessary application forms and requirements.
